Monroe County Emergency Management is seeking Monroe County residents of incorporated and unincorporated Monroe County to participate in the Local Mitigation Strategy Working Group (LMSWG).

The Local Mitigation Strategy  is a plan which identifies hazards which have, or are likely, to result in intra-county damage and disruption that could result from a hurricane or other disaster. The driving force of this mitigation plan is the LMSWG.  Comprised of a coalition of representatives of the public and private sectors of Monroe County, this Working Group is tasked with the identification of these risks areas and the formulation of LMS Mitigation Initiatives. Such Initiatives, or proposals, are to be brought before the LMSWG in the form of Notices of Intent (NOI) and therein placed upon what is termed a “Preliminary Mitigation Initiative List”.  These initiatives are brought forward for the purpose of addressing and mitigating the proposing entities vulnerabilities for purposes of reducing or eliminating any potential losses. This coalition may include representatives of various county agencies, all interested municipalities within the county, interested private and civic organizations, trade and commercial support groups, property owners associations, Native American Tribes, water management districts, independent special districts and non-profit organizations.

The next step in the application process is the submission of a Characterization Form.  This document entails more specific information regarding the proposed initiative (NOI) including a Benefit / Cost Ratio (B/C).  This more detailed document is brought before the LMS Ranking / Prioritization Committee and given a numerical value commensurate with its determined ranking.  This is the “Prioritized List.” This list is based on predetermined set of project variables which include technical and financial feasibilities.  
  
After the publication of a Notice of Funding Availability (NOFA) and the owner/entity is prepared to submit the formal Department of Community Affairs (DCA) / Federal Emergency Management Agency (FEMA), Hazard Mitigation Grant Plan (HMGP) Application, the application is submitted by the respective agency / entity, to be accompanied by a “Letter of Endorsement” by the Chair of the LMSWG.   Any approved projects with sufficiently high ranking then become available for any future funding through Florida’s Department of Community Affairs.
