What is an orthophoto?  
An orthophoto or orthophotograph is an aerial photograph that has been geometrically corrected "orthorectified" such that the scale of the photograph is uniform, meaning that the photo can be considered equivalent to a map.  Unlike an aerial photograph, an orthophotograph can be used to measure true distances, because it is an accurate representation of the earth's surface, having been adjusted for topographic relief, lens distortion, and camera tilt.

The images in Figure 1 show an aerial view of Walgreens located in Big Pine at a scale of 1:500.  The image on the left depicts 2004 digital orthophotography being utilized by Monroe County.  This orthophotography has a ground pixel resolution of 1 meter while the image on the right has a ground pixel resolution of .5 foot.  Not only is the image on the right visually more clear and crisp than the image on the left, it also has increased horizontal accuracy.  The 2006 image meets the U.S. National Map Accuracy Standards (NMAS) for horizontal accuracy at a scale of 1:1,200 which equals + or - 3.33 feet while the 2004 image meets the NMAS standards at a scale of 1:12,000 which equates to + or - 33.33 feet.
