The Monroe County Comprehensive Plan Land Authority is a land acquisition agency created pursuant to Monroe County Ordinance 31-1986, section 380.0661 of the Florida Statutes, and the Florida Keys and Key West Area of Critical State Concern designations.  The agency is empowered to acquire and dispose of property for a range of public purposes, including recreation, affordable housing, environmental protection, and the protection of private property rights.

The agency's governing board is the Monroe County Board of County Commissioners.  A five-member advisory committee appointed by the Governing Board provides recommendations regarding land acquisitions.

The Land Authority receives two sources of recurring revenue.  Pursuant to section 380.0685, Florida Statutes, the Land Authority receives approximately $400,000 per year from a surcharge on admissions and overnight occupancy at state parks within the Florida Keys Area of Critical State Concern.  Additionally, pursuant to section 125.0108, Florida Statutes, and Monroe County Ordinances 11-1988 and 12-1988, the Land Authority receives a half-cent of tourist impact tax revenue charged on lodging in the Keys, which generates approximately $1 million per year within both the Florida Keys Area of Critical Concern and the Key West Area of Critical Concern.

Land Authority Governing Board

The Land Authority’s Governing Board is the Monroe County Board of County Commissioners.  Land Authority Governing Board meetings are held during the County Commission’s regularly scheduled meetings.  Consult the Monroe County website for information about the County Commissioners, the meeting schedule, and agenda information.
