The County Administrator has overall responsibility for the daily operations of County Government, except for Constitutional Officer functions.  This includes all Divisions and Extension Services, Libraries, Airport: Key West, Airport: Marathon,  Technical Services,  Veterans Affairs, Project Management, & Wastewater.

The Office of Management & Budget reports directly to the County Administrator and oversees three departments, Budget, Purchasing, & Grants Administration. We are  responsible for the development of the Annual Operations and Capital Budget, purchasing transactions , and competitive bidding of RFP's/RFQ's. Additionally we oversee certain pass-through grants including monitoring, and perform oversight of the County's funding to the non-profit organizations. The Office of the County Attorney represents the officials and employees of Monroe County in all civil legal matters relating to the discharge of their official duties. The County Attorney, and Assistant County Attorneys prosecute and defend all lawsuits brought by and against the County, represent the County at administrative hearings, draft and review ordinances and resolutions, approve all contracts, bonds and written instruments for form and correctness and render legal opinions upon request to the Board of County Commissioners, Constitutional Officers, County Administrator and Business Centers.

The Growth Management Division oversees the operations of the Building Department, Code Enforcement, Marine Resources, Planning and Environmental Resources, GIS Department, and the Office of Housing & Community Development.  These departments promote and protect quality development in the County, as well as the waters and marine resources of the Florida Keys. While adhering to all County Codes, Florida Statutes, and furthering the Monroe County Comprehensive plan.

The departments within the Growth management Division are committed to conserving the unique environment and character of the diverse island communities of Monroe County.

Public Works Management is primarily responsible for guiding, directing and managing the public works division consisting of Facilities Maintenance, Detention Facilities, Unincorporated Parks & Beaches including Higgs Beach & Martello Museums.  Engineering Services, Fleet Management, Roads and Bridges, Solid Waste Management, Animal Control, and the Card Sound Toll Authority are other Public Works Departments.

MCTV is the television outlet for Monroe County government. Broadcasting live all meetings of the Board of County Commissioners, the Monroe County Planning Commission, Code Enforcement, and the annual Monroe County budget hearings, as well as Marathon City Council, Marathon Planning Commission, Islamorada Village Council, South Florida Water Management District, and other specially scheduled County meetings.

When not broadcasting live or videotaped programs, MCTV airs a video bulletin board and NOAA weather audio. Additionally, MCTV is responsible for broadcast support in the event of a hurricane or other local emergency.

The Monroe County Comprehensive Plan Land Authority is a land acquisition agency created pursuant to Monroe County Ordinance 31-1986, section 380.0661 of the Florida Statutes, and the Florida Keys and Key West Area of Critical State Concern designations. The agency is empowered to acquire and dispose of property for a range of public purposes, including recreation, affordable housing, environmental protection, and the protection of private property rights.
