Card Sound Toll Authority
The Card Sound Toll Authority is primarily responsible for operating the Card Sound Bridge toll booth in North Key Largo. The department also maintains the toll facilities and grounds and mows and cuts brush on the right of way along Card Sound Road. The toll rate pays for personnel and maintenance costs for Card Sound Road and the five bridges on the road.
All tolls are collected electronically. Motorists can use either SunPass, another interoperable transponder, or be billed utilizing the TOLL-BY-PLATE system.
Cash is not be accepted on the roadway. TOLL-BY-PLATE customers will be charged the toll, plus a monthly $2.50 administrative fee, and will receive a bill by mail.
The 2014 bridge assessment report states the primary Card Sound Bridge should be scheduled for replacement in 2030 at an estimated price tag of $32 million.
Current Toll Rates
The Board of County Commissioners set the toll rates.
As of Oct. 1, 2022, the Card Sound Bridge tolls are as follows:
Sunpass
- $1.74 for two-axle vehicles: cars, pickup trucks, or motorcycles
- $3.42 for three-axles
- $1.14 per each additional axle
Toll-By-Plate
- $2.62 for two-axle vehicles: cars, pickup trucks, or motorcycles
- $5.13 for three-axles
- $1.71 per each additional axle
Toll Discount Programs
Two discount programs are available for Monroe County residents with two-axle vehicles that use SunPass and have an account in good standing.
Monthly Rebate Program
- For frequent users who drive two-axle vehicles.
- Automatically receive a 40 percent rebate on your SunPass account after any calendar month you make at least 28 one-way trips through the toll.
- Must make trips using a valid SunPass transponder.
- The transponder must be used on the vehicle to which it is registered.
- You do not need to sign-up for this program. It’s automatic.
Annual Pass Program
- The annual pass program begins on Jan. 1, 2023.
- For frequent users who drive two-axle vehicles.
- To be eligible to participate, you must first purchase a SunPass transponder and open an account with a $10 minimum initial prepaid balance.
- You must sign up for the program with the Card Sound Toll Authority and pay an annual fee of $420.
- Provides unlimited trips through the Card Sound Road toll facility for a calendar year (Jan. 1 through Dec. 31). Customers are charged the SunPass rate on all other facilities accepting SunPass statewide.
- Annual Pass is only valid for the vehicle and license plate enrolled or with the SunPass transponder listed on the application.
- Annual Pass is not transferable to another vehicle.
NOTE: Discount programs do not apply to a vehicle towing a boat or trailer. Your account will be charged $1.14 per axle for any vehicle going through the toll with three axles or more, even if you have an annual pass. Trips made through the toll with three axles or more will not count toward the rebate program.
Purchase a 2023 Annual Pass
The annual pass must be purchased in person at the following days and locations, from 10 a.m. to 2 p.m.:
- Computer Training Room at Ocean Reef: Tuesdays through Thursdays in December and January.
- Monroe County Public Works Building-Engineering Office, 300 Magnolia Street, Key Largo, FL 33037: Mondays and Fridays in December and January.
Payment can be made by check or credit card (Mastercard or Visa.) Using a credit card also requires a $7.50 convenience fee.
You also will need to fill out the Card Sound Road Annual Pass Application. Please bring your SunPass® transponder number (all 13 digits required) and your vehicle information: make, model, year, and license plate number.
Where can I get SunPass?
The SunPass Mini transponder costs $4.99 and is available at retail locations including Publix, CVS/pharmacy, Walgreens, all AAA locations in Florida, Florida Welcome Centers, all Turnpike service plaza gift shops, and Turnpike convenience stores. It is also available at www.SunPass.com or by calling 1-888-TOLL-FLA (865-5352).
Card Sound Toll Study
In 2016, the County had a traffic and revenue study done for the Card Sound Toll road.
History of the Card Sound Toll
Starting in 1989, the toll had a 50-cent per-axle cost that had been at that rate for decades with the exception of a three-year period from 1992-95 when it was 75 cents per axle. In 1964, the original toll was 50 cents per car. In 2017, the toll went completely electronic no longer accepting paper money.
