Kelly Dugan graduated cum laude from the University of Florida in 2010 with her Bachelor of the Arts in Political Science and Criminology. She went on to earn her Juris Doctor from the University of Florida Levin College of Law in 2013. Prior to joining the County Attorney's Office, Dugan served as an Assistant State Attorney in Monroe County from 2014 to 2022, prosecuting all levels of criminal offenses. Dugan is a member of the Monroe County Bar Association and previously served as president in 2019 and as a board member from 2017 to 2020.
